The Port Autonome de Strasbourg is launching a Call for Projects for the redevelopment of 45 Quai Jacoutot, a unique site located at the entrance to the North Port and at the heart of the green belt. This city–port interface site reflects the ambition to contribute to the development of services within the port area.

As the leading French port on the Rhine, the Port of Strasbourg extends over 100 km along the Rhine, from Marckolsheim in the south to Lauterbourg in the north, covering a total area of 1,400 hectares.

The Port of Strasbourg is France’s gateway to the Rhine, Europe’s leading logistics corridor. By providing access to the Rhine, the port connects the cross-border economic basin to transoceanic freight flows via the seaports of Rotterdam and Antwerp, which are directly located on the Rhine axis, as well as via French seaports (Le Havre, Dunkerque, Marseille) accessible by rail. In addition to daily inland waterway services, 17 weekly rail shuttles operate to and from the seaports.

As France’s second-largest inland port, the Port of Strasbourg hosts major port activity, with annual traffic of approximately 7 million tonnes, comparable to that of certain seaports (on average 6 million tonnes transported by inland waterways and 1 million tonnes by rail), as well as 350,000 handling operations for container traffic.

A true economic engine of the Grand Est Region, with its 500 companies and 27,000 direct and indirect jobs, the Port of Strasbourg plays a major economic role and operates in a rapidly evolving environment, shaped by the energy transition, particularly impacting the industrial, logistics and transport sectors.

The Port of Strasbourg has therefore embarked on an ambitious modernisation process, involving an update of its strategic vision and a renewal of its economic model. Its new strategic project for the 2024–2028 period, structured around four major strategic priorities and the following ambition “The Port of Strasbourg, a key player in transitions, excelling in multimodality, committed to territorial development and driven by the excellence of an agile, expert and engaged collective” was adopted by resolution of the Board of Directors on 13 June 2024.

Among these strategic priorities, and particularly relevant to this call for projects, are the development of city–port interfaces and the planning of port area development. Marking the entrance to the northern sector of the port area, the project site is a major interface between the city and the Port. It is located at a fluvial and ecological crossroads, at the heart of the metropolitan green belt.

The project will shape the landscape at the road and river entrance to the Port from the city and will transform the image of the Port. This call for projects aims to reactivate a vacant site with a tertiary-use vocation, improve the value of the port estate, and develop new port-related services adapted to this unique site at the edge of the inhabited city. This ambitious call for projects symbolises the partnership work between the City and the Port to enhance their shared territory.

Within the framework of this call for projects, the Port of Strasbourg proposes to make available a plot of approximately 1,875 m², together with a building complex offering approximately 552 m² of gross floor area (main building: 484 m² and garage: 67 m²), with a view to rehabilitation and extension and/or demolition and reconstruction, depending on the proposed project. The site is located at the intersection of Rue de Rouen and Quai Jacoutot, in the northern area of the Port of Strasbourg.

The Port of Strasbourg will give priority to projects focused on tertiary activities that benefit the port’s economic ecosystem and the city–port interface. Particular attention will be paid to the architectural and landscape quality of the proposed projects.
