The Autonomous Port of Strasbourg is launching a Call for Expressions of Interest for the redevelopment of the Grands Moulins site, a strategic area of over 5 hectares located in the heart of the Port of Strasbourg and the Bassin du Commerce. This emblematic site, vacated since the cessation of operations by Les Moulins Advens in April 2023, benefits from privileged access to low-carbon transport modes, namely river and rail.
As the leading French port on the Rhine, the Port of Strasbourg stretches over 100 km along the Rhine, from Marckolsheim in the south to Lauterbourg in the north, covering a total area of 1,400 hectares.
The Port of Strasbourg is France’s gateway to the Rhine, the leading European logistics corridor. By providing access to the Rhine, it connects the cross-border region to transoceanic freight flows via the seaports of Rotterdam and Antwerp, which are directly located on the Rhine axis, as well as via French seaports (Le Havre, Dunkirk, Marseille) accessible by rail. In addition to daily river services, 17 weekly rail shuttles serve maritime ports.
As the second-largest inland port in France, the Port of Strasbourg handles major port activity with an annual traffic of around 7 million tonnes—comparable to some seaports—comprising an average of 6 million tonnes transported by river and 1 million by rail, and 350,000 container handling operations.
A true economic engine of the Grand Est Region, with a significant economic role supported by 500 companies and 27,000 direct and indirect jobs, the Port of Strasbourg operates in a rapidly evolving environment, particularly in the context of the energy transition affecting the industrial, logistics, and transport sectors.
The Port has embarked on an ambitious modernization process, involving an update of its strategic vision and a renewal of its economic model. Its new strategic plan for 2024–2028, structured around four major strategic directions and the ambition:
“The Port of Strasbourg – a key player in transitions, excelling in multimodality, committed to regional development, and driven by the excellence of an agile, expert, and engaged collective,” was adopted by the Board of Directors on June 13, 2024.
Among the strategic directions, particularly relevant to this Call for Expressions of Interest, are the development of multimodality through rail freight and the planning of port area development.
In this context, and given the extreme scarcity of available land, the Port has identified land plots suitable for redevelopment to accommodate modernized industrial or logistics facilities. Specifically, it has identified this rail-connected, waterfront plot of approximately 5 hectares in the central port area. It is intended to host industrial and logistics stakeholders capable of developing activities aligned with the PAS’s expectations.
Thus, through this Call for Expressions of Interest, the Autonomous Port of Strasbourg is offering these industrial and logistics buildings and land located at Place Henri Lévy, in the central port zone, for the development of logistics and/or industrial activities.
This call aims to attract comprehensive or segmented projects, with or without partial demolition, that foster synergies within the port ecosystem, contribute to the Port’s decarbonization strategy, enhance multimodality, integrate into their environment, and add value to the site. These projects will be part of a broader redevelopment initiative for the Bassin du Commerce, which will be structured around a future call for projects.
